At the invitation of Premier Li Qiang of the State Council, Vietnamese Prime Minister Phạm Minh Chính paid an official visit to China at the end of June. In order to promote the win-win cooperation between China and Vietnam in various fields and promote the sustained and in-depth development of their comprehensive strategic cooperative partnership, the two countries jointly held the China-Vietnam Economic and Trade Cooperation Forum in Beijing on the morning of June 28, 2023.
Liu Guozhong, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, and Phạm Minh Chính, Prime Minister of Vietnam, attended and addressed the opening ceremony. Yan Jiehe, founder of the Pacific system and the SUSUN system, and chairman of Zhuangyan Think Tank, was invited to attend the forum and give a closing speech. About 400 representatives from the governments and business communities of the two countries attended the forum and had in-depth exchanges on bilateral economic, trade and investment issues.

Liu Guozhong pointed out that in October last year, General Secretary Xi Jinping and General Secretary Nguyễn Phú Trọng, who visited China, reached many important consensus and jointly mapped out the grand blueprint for the development of China-Vietnam comprehensive strategic cooperative partnership in the new era. Under the strategic guidance of the leaders of the two countries, China and Vietnam have made fruitful achievements in economic and trade cooperation, bilateral trade has flourished, investment cooperation has been solidly promoted, and remarkable achievements have been made in promoting regional cooperation.
Liu Guozhong stressed that at present, both China and Vietnam are speeding up socialist modernization, China is willing to join hands with Vietnam to speed up the alignment of development strategies, promote the improvement of the quality and efficiency of trade cooperation, deepen cooperation in production capacity and investment, strengthen multilateral and regional cooperation, deepen the implementation of the agreement on regional comprehensive economic partnership, and jointly push China-Vietnam relations to a new height.

Phạm Minh Chính said there is huge potential and broad space for Vietnam-China economic and trade cooperation. Vietnam looks forward to further strengthening cooperation with China in such fields as trade, investment and infrastructure construction, and is willing to learn from China's development experience, actively create a sound business environment and push for more achievements in the comprehensive strategic cooperation between the two countries.  

Yan Jiehe delivered a closing speech, pointing out that the public things cannot be done by public institutions, but must be done by the private sector. This is called the separation of the public and the private, and only in this way can we call the relationship between government and business close and clear. Since the government is a referee, it cannot be a player, and if it is a referee and a player at the same time, there will certainly be problems. However, in order to be responsible to the country, undertakings related to national security, major national economy and people's livelihood must be state-owned, and other ordinary market areas should be left to the market. Whatever the private sector can play its role, state-owned enterprises should withdraw. Private enterprises form an absolute market economy because they are children without parents. State-owned enterprises can only be called relative market economy. We must not think that the private sector is bad, because enterprises are private when they are small, but when they are big, they belong to the whole country. Nothing is more supreme than the glory of the country and the dignity of the nation.
Yan Jiehe stressed that the United States is far away from Vietnam, while China is very close to it, and China is the most competitive country in the infrastructure investment and construction of Vietnam. In the field of infrastructure, the creation through capital has not been successful, because the infrastructure investment of capital leasing is generally in the field of equipment. This is irresponsible to the country because the cost of this approach is too high. In the future of the world, the marine economy is approaching us. In the future, the hot area of the Asian economy will be Vietnam, and the Vietnamese economy expects a lot of room for growth. I am confident in our country and I am equally confident in investing in Vietnam because both countries have marine resources and Vietnam, like China, is a one-party state with a relatively stable political environment.

Yan Jiehe said that in recent years, Zhuangyan Think Tank has accelerated its cooperation with ASEAN countries including Vietnam, and since 2019, it has entered Vietnam and is promoting important projects in Quảng Ninh, Hanoi, Haiphong and other places in Vietnam. In the past few years in Vietnam, we have always adhered to the principle of making friends before doing business, we have never been eager for quick success, let alone focusing on immediate interests, but have rather been determined to do great things. After the 20th Party Congress, with the General Secretary's visit and the Prime Minister's visit to China, Vietnam is going to become more open and the investment environment there will become better and better.
